Take a train from Tokyo to Ise in 4.5 hours. Alternatively, you can drive; or do a combination of flight and train. Traveling from Tokyo in February, expect nights in Ise to be a bit warmer, around 7°C, while days are a bit cooler, around 9°C. Finish your sightseeing early on the 29th (Sat) so you can drive to Kyoto.
